Campaigning at the right time?

This photo was posted by a netizen in his facebook account January 26, 2016 showing premature campaigning by 
supporters of running bet Mar Roxas. This was not yet confirmed if this really happened before the parade of our Ms. Universe Pia Alonzo Wurtzbach. But judging the uploaded photo, if this is authentic; is this the proper place to campaign for the elections? In a recent Supreme Court decision, they ruled that premature campaigning is no longer prohibited in the Philippines under the Automated Election Law. For purposes of validity, it is valid, licit and therefore allowed. However, for ethical purposes is this kind of campaigning during the parade of our Ms. Universe a right thing to do? Or do they just take advantage of the memorable event in order to gain supporters? It might be favorable for some especially those who wanted to have some free stuff and have protection from the heat. Likewise, the same is much more favorable to the people behind the campaign since they may attract supporters for the 2016 elections but it may also the other way around.
