
Isko Moreno tops survey for Manila
Former Vice Mayor Isko Moreno thanks Manileños after topping the mayoralty survey over his rivals.
But he knows he has to work harder as incumbent Mayor Joseph Estrada continues to throw shade.
As the rivals trying to put him down, Isko focuses on his projects and how it should be addressed to Manila residents.
According to actor-politician, the huge amount of garbage is Manila’s number one problem.
Isko says, “Alam mo talaga ang tadhana, o ang Diyos, maraming pamamaraan. If the number one problem of the City of Manila is garbage, suwerte rin sila (Manileño). Bakit? May kandidato na silang mayor na basurero.”
The leading candidate in Manila adds, “First week, first month, first 100 days, will address the garbage problem in Manila Bay.
“In Muelle de Binondo, in Estero de Magdalena, the one that you see in television and news, and the streets of Manila.”
Running as Vice Mayor under Isko is Honey Lacuña, who supports his projects.
“Meron kaming programa ni Honey [Lacuña, kandidatong vice mayor]—Pagkain sa Basura.
“Sabi ko sa inyo, para akong basurerong mayor.
“Iyong basura mo, kinukuha ko dati noong basurero ako. Ngayon, baligtad.
“Tayo na ang gobyerno, iyong basura mo, kinukuha ko, binabayaran ko ng pagkain.
“All those recyclable materials, carton, plastic, tansan, aluminum, tansong dilaw, tansong pula, bakal, huwag mong isama siya sa regular garbage.
“A system of segregation will be implemented. Kasi, two effects ‘yan, e.
“One, economic, for individuals. Two, load of garbage in our dumpsite, wherever it is.
“So, ibig sabihin, mababawasan mo, may economic effect pa sa buhay ng tao—me, being a basurero.
“Iyang concept na ‘yan, in my heart, kahit nakapikit ako, kabisado ko.
“And maganda lang ngayon, sa mga makabagong gobyerno, sa ibang bansa, they’ve been doing it, kaya lang mas high tech.
“Did you know that there is a country in Europe wherein there’s an ATM for garbage?”
“Iyong bottle, ipasok mo sa ATM machine, bibigyan ka niya ng coupon. Pero cash.
“Ako naman, baligtad. Not to engage… alam mo, may away rin ‘yan kapag… kaya pagkain lang.
“So, iyong basura mo, you will be given a coupon, with corresponding points.
“Points accumulated equal to, halimbawa, dalawang kilong bigas, asukal. Mga basic goods sa bahay.
“It’s one way of encouraging and educating the next generation.
“If their parents, nakikita nila, are already segregating inside the household—hindi na itinuturo sa eskuwelahan, sa bahay pa lang—then, a new generation will come na sensible na rin. Sensitive na rin to the environment.
“Third, I’ll bring back Metro Aide. Alam natin na magaling ang Metro Aide noong araw.
“Umaga, may nagwawalis; tanghali, may nagwawalis; hapon, may nagwawalis. Walang tigil ‘yan. Walang humpay ‘yan.
“And it’s a decent job at the time. Even though you’re just a street sweeper, but it’s a decent job.
“Why? Because they are hired and regular employees of the government. May benefits
“If you are doing the same thing all over again, every day, you’ll be good at it. Kumbaga, magiging espesyalista mo yun.
“E, bakit naman sila magiging… every day iyon ang gagawin nila, kasi panatag na sila, na tuwing ikalimang buwan, hindi na sila kakabahan kung mainit pa ang ulo ni Mayor, kung tatanggalin sila, kasi, J. O. lang sila.
“We’ll give them peace of mind. Job security. We’ll hire more people based on our capacity with regard to personal services.
“Tapos, we’ll train them, make them more efficient.
“This is about six districts, 896 barangays.
“We’ll have competition among the barangays. Palinisan. Isa bawat distrito. Anim na distrito. Mananalo sila ng tigwa-one million [pesos].
“Yes, one million para sa pinakamalinis na barangay ng bawa’t distrito sa bawa’t taon. What is P6M every year with 896 barangays competing against one another?
“We’re paying P800M, there’s still garbage. I think, logic will dictate among right minds,” matamis na pagngiti ni Isko.
“If we can afford to pay P800M just to collect garbage and here you are, you’re asking me about this type of problem that you saw already, then, I think, what is P6M addition to whatever existing just to pump up, to motivate?
“Isa pa lang iyan na problema, pero lima ang approach namin. Because the very nature of me, iyan ako, e. Iyan ang linya ko,” he ends.
